Success rates are down at nearly every funder, billions in awards were terminated mid-stream in 2025, and the growth money — defense and applied programs — moves through white-paper funnels and rolling announcements most offices weren't staffed for. Fabrication, falsification, or plagiarism committed with AI assistance is now research misconduct under the PAPPG. Disclosure of generative-AI use is required; non-disclosure is treated as misrepresentation.

NASA

Guidance calls for documenting how AI was used in proposals — and bars export-controlled content from public AI tools.

NIH

Applications substantially developed by AI are not accepted as original work, under Guide Notice NOT-OD-25-132.
